創始國際企業之策略與組織能力研究－台灣創新導向電子資訊公司之個案實証

中　文　摘　要 企業國際化同時考驗企業的策略能力與組織能力，對於許多以競逐國際市場機會為目標的創始國際公司而言，在其追求成長過程中，常需面對一方面需要保持創新動力，另一方面需調整組織運作模式，以因應逐漸增加的產品與市場複雜度。如何在此種經營挑戰下，建構適當的策略管理與組織營運邏輯，從而持續其競爭優勢，達成成長的使命，確實是相當重要的研究課題。本研究擬針對此一課題，以國內五家創新導向創始國際公司為個案研究標的，深入探討其成長策略與組織能力之理論連動關係，與實務上關切之內涵，從而提出具體的觀念命題與實務建議。 經過相關的文獻探討，本研究首先建構一個策略與組

織連動的觀念架構，其中側重創始國際公司之產品與市場複雜度的演進，對產品研究與市場行銷功能在資源佈局與協調控制構面上之連動因應作法，和他們的組織文化。經歷五個之個案之比較與分析，本研究發現，創始國際公司在競爭企圖心與策略定位上，呈現對於其初期成功的重要影響。其後的成長方向，系統廠商傾向於以內容或需求導向定位，零組件廠商則傾向通路或需求導向定位；而組織上，零件廠商傾向於由負擔技術服務功能的子公司，走向統籌產銷與技術介面的國際事業部，而系統廠商則沿相似軌跡漸次走向產品別的組織型態。至於在產品線廣度和市場行銷的成長策略上，本研究發現，系統廠商傾向由少數產品線與市場集中出發，通常會先走向市場分散，而後再

走向多數產品線；零件廠商則由少數產品線與市場集中出發，會走向多數產品線與市場集中，無產業標準者則會再朝市場分散發展。而對應此一發展路徑之不同，系統與零件廠商在市場行銷的資源佈局與協調控制模式，呈現差異化的發展。在市場行銷功能方面，系統廠商會漸次由集中資源佈局╱低協調控制走向分散資源佈局╱低協調控制或高協調控制；然而零件廠商則多數維持集中資源佈局╱低協調控制的模式。在研究發展功能方面，不論系統或零件廠商，若非維持集中資源佈局╱低協調控制模式，便是走向集中資源佈局╱高協調控制的模式。同時，本研究發現組織文化在企業組織結構中，扮演無形而影響深遠的角色，而創始國際公司的組織文化形成，又深受其初創法人股

東或個別創業者之影響。 整體而言，本研究經由理論探討與實務分析所得結果，提供中小企業在國際競爭中的成長策略與組織營運模式之架構，據此結果，本研究提出諸多實務建議，以作為創新導向創始國際公司追求成長歷程中之參考。
