巴西身為拉丁美洲國家最大的經濟體,境內擁有六成的亞馬遜雨林面積,自昔日軍政府統治開始,由於大規模開發雨林內的自然資源及興建基礎建設,對環境造成極大的破壞。但在當時環保意識較為薄弱,因此,在環境保護上較無作為。 勞工黨政府掌權後,執政者對於雨林保護重視程度較高,再加上國際間環境保護的共識也較為清晰,在各方面的影響之下,巴西在發展國家經濟的同時,政府也採取了一些環保政策因應,使毀林面積增速減緩。此外,環保組織的監督及其他國家資金與技術的協助也為雨林保護帶來成果。 儘管如此,巴西在雨林保護上仍面臨許多難題,諸如人力資源不足及土地紛爭等,因此,在經濟發展和環境保護之間取得平衡還需要更多的

努力。故本論文以勞工黨執政下和雨林相關的經濟發展及多方角色對於雨林保護上的作為及影響做分析。

低水頭微水力發電機系統設計製作與分析

再生能源中水力發電轉換效率最高,然台灣的水庫開發已趨飽和,加上環保及民意考量,不宜再興建大型水庫或水力發電廠,目前較可行的方法是發展微(小)型水力發電。本研究開發微水力發電機組,設計阿基米德螺旋水輪機(Archimedes Screws Turbines, AST),配合低轉速永磁發電機、控制器等構成阿基米德螺旋水輪發電機(Archimedes Screws Generator, ASG)。經設計、製作、及測試程序,完成一套可長時間持續發電、蓄電、及供電之微型獨立供電系統。本研究並針對所完成之ASG,探討加裝半圓水槽、螺旋葉片與水槽間隙、及傾斜角對ASG發電功率及AST水力效率之影響,最後將

機組安裝於實際場域作長時間連續測試。結果顯示加裝半圓形水槽可大幅提升ASG發電功率及AST水力效率,其最高水力效率出現在25°(最佳傾斜角)。螺旋葉片與水槽之間隙在不造成葉片與水槽摩擦干涉的前提下愈小愈好,最高水力效率可達46%。所開發之ASG機組安裝於實際場域連續運作一週,顯示以下特點:(1) 0.3 m以上之水頭即可發電,小水量及大水量皆可,適合台灣枯豐水期差異甚大之地區使用。(2) 搬運及安裝方便,適合山區、田野等交通不便且缺電網地區之小溪或渠道。(3) 可將整個機組搭配控制系統,構成完整應用模式以實現商品化,進而擴大微水力發電之應用,發揮其分散式電源供應及就近消費之特點。
